Why is the monitor "GitHub repositories require code approval from at least one strongly authenticated user" failing even when I've configured organization-level branch rulesets?

The GitHub API requires administrator-level write permissions to read branch rulesets that are configured at the organization level. Since such broad permissions are undesirable, the monitor "GitHub repositories require code approval from at least one strongly authenticated user" can only confirm the existence of branch rulesets configured at the repository level.

Workaround options:

1. Configure branch rulesets at the repository level. See Creating a branch or tag ruleset.

2. Disable the monitor, and provide screenshot evidence for the control(s) instead.
